A report from the High Level Construction Forum (HLCF) underscores the increasing relevance of offsite construction in the EU, a method where building components are prefabricated in factories before being assembled on-site. The analysis highlights its economic advantages, such as lower costs, enhanced productivity, and stricter quality control, with construction times reduced by 20–60%.

Additionally, offsite construction offers environmental benefits, including decreased waste and emissions, as well as improved material reuse. Despite these advantages, several obstacles remain, including a shortage of skilled labour, fragmented regulations, financial constraints, and cultural reluctance to adopt new methods.
To support the expansion of offsite construction, the report calls for improved workforce training, regulatory cohesion, and financial incentives. It points to successful initiatives in Sweden and Ireland as examples of effective strategies to accelerate industry growth.
